Marvell Technology expanded its role in Microsoft’s cloud security ecosystem as Azure selected its LiquidSecurity hardware security modules (HSMs) for the Azure Cloud HSM service. Already powering Azure Key Vault and Managed HSM, Marvell’s PCIe-based LiquidSecurity devices will now underpin Microsoft’s dedicated Cloud HSM clusters, a FIPS 140-3 Level 3 certified service.
Azure Cloud HSM provides customers with single-tenant, high-availability clusters that offer direct, encrypted connectivity to their virtual networks. By leveraging Marvell’s OCTEON-based LiquidSecurity2 cards, which can manage up to 100,000 key pairs and execute over one million operations per second, Microsoft can scale its HSM-as-a-service model more efficiently than with traditional 1U or 2U server-based appliances. ABI Research forecasts the HSM-as-a-service market will grow 8.5% annually through 2029, driven by confidential computing and cloud sovereignty needs.
The shift from on-premises HSM appliances to cloud-optimized solutions lowers barriers for industries handling sensitive transactions, including healthcare and finance. The model also reduces customer overhead while maintaining administrative control over dedicated HSM clusters. Microsoft’s selection strengthens Marvell’s position as a pioneer in cloud HSM technology, where performance density and efficiency are increasingly critical.
