Finnish authorities seized the cargo vessel Fitburg, which was sailing from St. Petersburg, Russia, after subsea telecommunications cables linking Finland and Estonia were damaged late on December 31, 2025. The incident affected a cable operated by Finnish telecom provider Elisa and another owned by Swedish network operator Arelion, both routed across the Gulf of Finland in the Baltic Sea.
The disruptions were first spotted by Elisa early on New Year’s Eve, prompting Finnish officials to dispatch border guard vessels and aircraft to the area. Patrol crews located the Fitburg dragging its anchor in Finland’s exclusive economic zone, ordered the vessel to stop and raise the anchor, and later escorted it into Finnish territorial waters under state control. Authorities detained all 14 crew members, who include nationals from Russia, Georgia, Kazakhstan and Azerbaijan, and began a criminal investigation into aggravated criminal damage, attempted aggravated criminal damage, and interference with telecommunications.
The investigation is ongoing, with Finnish police working alongside national agencies and Estonian authorities to determine the cause and extent of the damage. While the Fitburg was en route from Russia to Israel under a flag of convenience (Saint Vincent and the Grenadines), officials have not officially stated that the incident was intentional, and the inquiry continues to consider both accidental and deliberate scenarios.
